I know there is the rail network, but realistically, could it be done?

We've lived in Liverpool for 8 weeks after moving from Texas. We don't have a car- it's on a cargo ship crossing the Atlantic- although we haven't needed it to get around, with 3 kids, it would be easier if I had one to leave the city to visit elsewhere- but if you're staying in Liverpool and not traveling outside of the city then you're fine. There are a ton of things to do and the Mersey travel are very helpful in organizing your travel an finding bus/train routes to where you're going.

Nobody has a car in Liverpool, they all get stolen, so yes, I'm sure it's possible to rely on public transport.

Yes the public transport here in Liverpool here is really good, trains buses and ferries.No problem.
