You can make phosphorous by boiling down urine. However, I do not recomend it. White phosphorous leads to a ghastly disease called phossy jaw in which your jaw falls off.

Also, phosphorous makes light by a chemical reaction with oxygen. It is not safe for painting with.

Buy some glow-in-the-dark paint.

This is all I could find.

Objects that include phosphors need to be exposed to light, like in the state of charging in order to glow. The light energizes the phosphors and excites the electrons, which begin to emit light and glow once they lose the extra energy.

Some objects glow using phosphors, but an added radioactive element like radium may give off small amounts of radiation, not enough to be dangerous, that charge phosphors the same way light does. Clock or watch hands will usually have radiation-charged phosphors that allow it to glow.

I found this online:
1. Obtain glow-in-the-dark powder.
2. Decide if you want a water based or an oil based paint. Either type needs to be mixed with clear acrylic, which can be found in art stores. It is suggested you use a gel type of medium for both. They dry clear and you only need to add a dab of either type pigment.
3. Mix one ounce of powder for every three ounces of paint. Stir and you're finished.
