Generally the skin would be warmer inside shoes, since the shoe would trap the heat and the air would cool the bare foot. But I've gone barefoot in winter a lot and when it's very cold, I dress really warmly from the ankle up. My circulation keeps my feet warm so they're often quite warm to the touch even when it's freezing out. If you wear shoes, especially if they're a tight fit, the circulation is restricted and after some time outdoors you may actually have colder feet inside your shoes... depending on many factors including how heavily you're dressed otherwise.

If you are referring to internal temperature, there would be no significant difference unless you are barefoot and are surrounded by a cold medium (like water). However, if you are talking about skin temperature naturally there would be a big difference. Because the foot is far from the heart, it has a tendency to be slightly lower in temperature than many other parts of our body. If you are prone to raynauds or any other medical condition related to vasoconstriction or dilation, wear socks and shoes to be feel more comfortable.

You can usually tell by how bad your feet smell when you take your shoes off . A rule of thumb is "the worse the stench , the higher the difference" .

You can also get your answer by applying the appropriate mathematical equation . In this case , it would be TmDi=22/7(cks-bf^2)+St*3+Rh , where TmDi (temperature differential) equals the square root of (socks minus barefeet squared) plus Stench multiplied by 3 squared plus relative humidity .

basically our feet will be sweating inside the shoes as a result of higher degrees of temperature inside the shoes(becoz the shoes do trap heat)...

don't know temperature, broke my thermometer years ago. i do know that it feels moist inside 'em shoes. and it feels better without 'em. cooler.
