"The government of Malaysia expects that the government of Qatar (Qatar Petroleum) would give letter of agreement..."
or
"The government of Malaysia expects the government of Qatar (Qatar Petroleum) to give letter of agreement..."

Plus you are missing a few commas

I think it's good so, the main error is in (expects would have) where u must put (to):

Well there is just no grammatical mistake. The only thing is than you did not put a full stop after the statement.

Change 'would' to 'to,' put an 'a' between 'give' and 'letter,' and put an 's' on 'worker.'
