Yes it is. The router delegates the internet connection to the computers plugged to the router or connected via WiFi. Routers are used to create Local Networks without the use of a gate computer, the router is the gate. The comps must have different IP addresses and they cannot have the routers IP address too (mostly 192.168.1.1).

Btw. Microsoft makes sure that their latest Operation Systems are compatible with each other.

a number of the recent pcs made for vista don't have drivers for XP. except you'll get XP drivers for that categorical laptop, you would no longer be able to position in XP on it. xp and vista will network and talk to each other. same modem will work if you go from phoneline>modem>router>both computers

also you can file share (swap movies/music etc) between the 2 systems as well.

You will need to set the encryption key in your wireless utility, then you should be able to connect.
