You don't need anything specialized.

You'll need a state license.
You'll need a city license (if required by your city--some don't.)
You'll need to apply for a federal employer ID number if you plan to hire employees. (This is used to report payroll deductions.)

As far as I know, this is it. If you were handling hazardous materials, gasoline, food, or some other regulated commodity, you'd need more, but clothing isn't regulated.
