I just moved into a new apartment, and have a gas stove. I've lived my whole life with electric, so it's pretty new to me. I went to cook something in the oven last night, and when I first turned set it to 350, the flame underneath came on just fine. But when I was checking on my food, I noticed that the flame had gone off. Is this dangerous? I was always under the impression that if it was on, but there was no flame, that dangerous gas was just being pumped into the kitchen. Please note that this is the oven part, not any of the burners on the actual stovetop.

The oven temperature is controlled by a thermostat, when the temp reaches it's peak (the temp you've set it at) it will turn off or down, until required to again turn up the heat to attain the temp set at. It will do this to keep the temp even. You may have looked at it during one of these periods.
To be safe, set it at a temperature again and watch it. See that it goes to the peak and then turns down, it should shut off and the re lite to continue to the set temp. You should also hear it turn off and on. If not satisfied then call the building manager and have him send someone over to check it out for you.

It is working properly. As stated, the flame is controlled by the thermostat. The flame only comes on when needed to maintain the temp you selected. If you turn on the oven, let it reach selected temp, and then open the door for a minute (or probably less) you will hear/see the flame kick on again.
