School in Arkansas is an oxymoron.

Seems like there is a statue of limitations on the DUI from fifteen years ago. If you had gone to prison you would be out by now. Waiver or no Waiver.
The DMV should abide by the judges ruling (assuming it is the same state and an actual ruling) and accept the schooling from Ark.
Asking you to relocate because Ark does not have schools that meet CA criteria is ludicrous.
The DMV has the power. I would try them again, maybe another office, bring the the paper work from the judge, be kind yet determined, take names and have them put any suggestions like relocate to California in writing because you will be dealing with courts, lawyers and judges if can not persuade them. make sure you are dealing with person at the DMV who has the authority to straighten things out. Lawyer's or the judge who made the order would be next......

Since you have an Arkansas license, you need to work with or against the DMV in Arkansas. Start by working your way up the chain of command, by letter or by appointment seeing if it does you any good that way. Document everything you do and keep copies. If you don't have copies of the California actions, get them.
Then if that fails, you will probably have to go to court in Arkansas and get a judge to undo the hold under some conditions you comply with - like taking the class you already are willing to take - perhaps in Tennessee or Texas that you can travel to more reasonably. You need a lawyer and I suspect you need one with connections or knowledge, perhaps a state representative or senator (state, not federal) who knows the law.

The best thing you can do is get a lawyer, lawyer will know the best thing to do, and he can arrange things for you..
I don't think you will get a good answer on here
