18:54:49 +0100 (BST) was sent at 18:54 (6:54 pm) local time from the +0100 time zone (just east of Grenwich) which is British Standard Time (BST)
11:31:51 -0700 (PDT) was sent at 11:31 am local time from the 7th zone west of Grenwich, Pacific Daylight Time.
Depending on the program, the main time might be UTC (Universal Time Code) instead of local, so the second number is the offset to local time.
