You will find it on the Character map in Start/All Programs/ Accessories /System Tools and with it open you can insert it whenever you want or put in $ and do a global replace. like this £ the character map will also tell you the code number so that if you hold down Alt and type 0163 on the keypad and release Alt you will get pound sign like this £
Some keyboards come with software to reprogram the keyboard (so $ would always produce £) and some programs allow substitution keys, like Word where you can set auto completion, so you might type #$ and it makes £

The pound symbol will show on the keyboard only if you the keyboard is purchased or meant for the UK market. Since it does not show on your keyboard, you need to use the Alt key + 0163 combination to type the same. Hold down Alt key, type 0163 (on your numbers key pad whilst num lock is on) and release to get the £ symbol.

Yes this is a problem when travelling or using a imported keyboard. £ this was done using 'alt 156' if you are on a laptop remember to use Number lock on the top row, as there is no number pad. I think the numbers on row below the f keys will not work . Another trick i like to use is the ½ Key you use the 'alt 171' code

That depends on the localization you set in your computer and the kind of keyboard you have. There are keyboard with the pound symbol in UK. Which means you could have one if you wanted to.

In England it's shift+3 - also, shift+4 is a Euro symbol.
When you guys realise that we have never recognised your alleged declaration of independence and we rehabilitate you back into the United Kingdom, you won't need dollars anymore, so the problem will go away.
