By far no:

I really only know the British ones:

Judge Dredd: Future judge, jury and executioner.
The A.B.C. Warriors: Robots ex-soldiers fighting in the furture.
Strontium Dog: Mutant bounty hunter.
Robot Hunter: No Explanation needed.

Canada:
Captain Canuck: The Canadian version of Captain Amercia.

Many other countries have superheros but each culture puts it stamp on them. You could do a wikipedia search for more or a google search, there are several outstanding websites out there that highlight heroes of other cultures.

Lots of ancient cultures had heroes.

America did take the world by storm at the start of the comic book industry. But nowadays just about every country has a comic book industry.

I'd say Japan & Britain have some rather interesting heroes.

Fictional heroes have been part of culture from the start. Look at the Greeks and their mythes like Hercules, or the Norse and Thor.
