I'm sure they can drive if they want to. The Secret Service is there to protect them, not drive them against their will. I remember an experience I had in Vietnam, where I was standing guard on the perimeter and a truck approached my position. I challenged it, and found it was driven by my Captain. Now this was really weird, because officers never drove themselves. They always had drivers. It was dark at the time, and I didn't see anyone else in the cab, so I asked him, "Sir, where is your driver?" He responded by shining his flashlight onto a skinny little Lance Corporal sitting beside him and grinning like a possum. The Captain said, "Regulations say I have to have a driver Sergeant, but ain't nothing says I gotta let him drive!" I imagine there are ex-presidents with similar attitudes!

If you had people hired to drive you around all day, would you say no? I am sure they could if they wanted to, but they would probably still have some kind of escort following them.

They do what they choose ...it is their option. I believe Jimmy Carter chooses not to travel with such an entourage.
