People are lazy, and they are often plagued with narrow vision -- a "solution" might be to pick up all the trash and dump it in the next county, for example.
A citizens' militia sounds like a pretty good idea, though. Enough brains to think about the problem from many angles, but not paralyzed by worry and bureaucracy. Although, I would like to have a government agency to keep an eye on the citizens' militia in case one or the other of them gets a hair-brained idea that's going to compound the problem -- or on the positive side, can share the really good ideas in a newsletter or something to the other citizens' militia out there.

I think that would be a good job for some of the prisoners. The non-violent ones. They need to be at least picking up litter. They have a few crews like that here in NC but, if it is below a certain temperature or above a certain temperature, the inmate does not have to go if they do not want to. Unlike a taxpayer working a job, who if they don't go they don't get paid. I do not think inmates should be able to refuse to work, it should be required. The prison system as whole could be more self sufficient, they need to have prison farms to grow food for other prisons. Prisoner labor. Prison cattle and hog farms to produce meat or to make money somehow. Not just a box of non-productive people, make that box produce somethin.

Both. There are lots of altruistic folks who'd like very much to do the right thing in government. For that to ever happen, we need to take industrial and corporate control out and leave the public servants in tact. With that said, the government is in an excellent position to organize programs, offer incentives, and lead people to unify on this front... Without them, the public will likely stand around ruminating and not showing much purpose. We need to get folks to (as a group) take individual responsibility for cleaning up our environment. Only when the majority of the people establish a norm of environmental responsibility, will we stand a chance of turning this mess around.

the government controls so much of a person's life already it would be best to add this to it. They already tell you that you have to wear seatbeats where you can smoke and so it stands to reason they would have to be the ones for as we all know the people will stand for anything just look at what they allow the government to get away with now
