If you mean "animated cartoon" that would be Winsor McCay who produced an animation sequence using his comic strip character "Little Nemo." in 1911.Then in 1914 he produced a cartoon called "Gertie, The Trained Dinosaur"which
amazingly consisted of 10,000 drawings. It was shown as a film in the theaters and also as a multi media event on stage with McCay interacting with the animated Gertie. But if you mean first still cartoon that goes back even further..
America's earliest cartoons were political in nature. The first cartoon appeared in Ben Franklin's newspaper The Pennsylvania Gazette on May 9, 1754. It appeared as part of an editorial by Franklin commenting on 'the present disunited state of the British Colonies.

Gertie the Dinosaur is a 1914 short animated film by Winsor McCay that inspired many generations of animators to bring their cartoons to life. Although not the first animated film, as is sometimes thought, it was the first cartoon to feature a character with an appealing personality. The appearance of a true character distinguished it from earlier animated "trick films", such as those of Blackton and Cohl, and makes it the predecessor to later popular cartoons such as those by Walt Disney. The film was also the first to be created using keyframe animation.

The first comic strip was the Yellow Kid, who had a long yellow coat with sayings on it. It was developed back in the late 1800's. The first cartoon was Mickey Mouse in "Steambat Willie." The first full-length feature cartoon was "Snow White and the Seven Dwarfs."

if you're talking about american tv cartoons, then its Hanna-Barbera's "Ruff -n- Reddy" late 50s I believe. If its the first newspaper advertisement its the "Yellow Kid" who appeared in american newspapers over 100 years ago.
