Congress does not vote for pay raises, they automatically receive cost of living increases which are tied to inflation.
Some do refuse these increases.
As for pensions, I don't know where you received your information, but the last significant change to congressional pensions was in 1984. The formulas get fairly technical but if you serve 20 years in congress, you get retirement at 80% of your salary.
This translates into something between $60,000 & $35,000.
As to who monitors congress, it is supposed to be a free and independant press, reporting to the citizens.

Congressional 'raises' are automatic they only vote to NOT give themselves a raise. The last time that happened, if I recall correctly, was during the Reagan administration. The voters are the check and balance to this equation, but as with almost everything else the average voter is ignorant of the issue.

Well the president can veto this but that won't happen. So the only person tat can stop this is you write letter and find out the rep/senators stance on this issue. Become an informed voter. Vote against people who disagree w/ you on this. That is the only way to stop it

That responsibility falls to the citizens. According to the 27th amendment changes in benefits should not take effect until after the next election.
If this bothers you, be sure to support a candidate that vows to repeal this increase during the next election, if your current rep/senator voted for it, be sure not to vote for them.
