A rar file is a compressed file (similar to a zip file). To make downloading easier, several files are often compressed into a single rar file. Once downloaded, you have to use a program such as WinRar to convert the single file back to all the original files. Once you have done that, you hopefully will have an exe file to run or instructions in a text file that will tell you how to create the boot CD.
