The brake pads and doing brake jobs have nothing to do with the cruise control, unless someone accidently removed something under the hood. These are fairly simple units. Check under the hood and locate the cruise servo/module. Inspect for the electrical connector being installed and the cable over to the motor at the back of the intake for being installed and not broken. If all is okay and you say the fuse is okay, you most likely have a problem with one of the control switches or the module. These were very rarely a module problem. You will need a test light and a friend to help. Unplug the cruise connector from the module and turn the ignition on while leaving the cruise control off. Test for power and ground to the module from ignition power up. If good, turn the cruise power on and another power supply should light up at the connector. If good, start using all switches for the cruise including the brake switch, every switch has a power input to this module, so every time you use a switch, a different part of the circuit should light up. Figure out which input is bad and repair as nec. Good luck.

My cruise control recently quit working spontaneously during a road trip. My dad told me that the cruise control is usually one of the first things to go on a car. If the fuse is okay, consider taking it to a professional - maybe when the front brake pads were replaced something was damaged or disconnected. Good luck.

i own a shop and check to see if anything got knocked loose on it,that's the only thing i know of other than it might have just went out,but id re-check all the fuses for it,sometimes one can be blown and look good,i have seen this a few times, but there is a good possibility that it just went out on it,and just a coincidence that it did it about the same time you put the pads on it,i have done this before, and thought i messed up ,but it happens, good luck i hope this helps.
