Yes you do.You require a class m2 license/permite .You do not need a class C in order to get the m2 license.Some people may tell you differently (including unknowledgable DMV employees) but they are wrong.If they give you a hard time at the DMV just ask to speak to the person in charge and show them in the CA motorcycle booklet (which they issue there).
Depending on your age, I wouldnt waste my time with a m2. I would just get an m1. Once you have an M1 license/permit you are allowed to legally drive any motorcyle/moped/scooter.
Trust me youll get really tired really fast of a 50cc.Plus in my opinion there more dangerouse then a full size bike because you are less visible and you wont have the power to get out of the way of crazy drivers.

Yes, you must have a class M2 drivers license to operate a moped on public roads in CA. If the moped is 149cc or smaller, makes no more than 2 horsepower and is not capable of speeds greater than 30 MPH you fall into the category of a motorized bicycle. It's even legal to ride them at a reasonable speed in the bicycle lanes and you must be wearing a helmet.
The class M1 license will allow you to ride any motorcycle regardless of engine size.

The only exception is an electric motor driven cycle(1000 watt max) that will not go faster than 20 MPH even when assisted by human power while pedaling. Not sure but this may be a goped....for this you don't need a license or insurance.

Need to know where you live to answer this and my psychic abilities are down. But generally, you must be over 16 and the scooter must be under 50 cc to get an exemption from regular motorcycle licensing requirements.

You must have a class "C" drivers license (car) to operate any scooter 50cc's or less in the state of CA.
