how can I get free info on someone with only their car license to go off? Like name address phone # etc?

You can ask the DMV, but like an earlier answerer stated, stalking is not permitted.

The easiest way to get the info is to ask the driver directly.

i believe that's stalking. and only the law inforcement can do that.
