Which one's better?

A college is one "school" ... a University typically has several "schools" within it...e.g. one for Business, one for Engineering, one for Liberal Arts, etc. It's true that Universities tend to have more robust graduate programs, but colleges have graduate studies as well. Neither one is necessarily "better," it depends what you're looking for/want/plan to study.

Universities offer post graduate degrees.

Neither is better by definition. Just don't take a graduate degree in the same discipline from the same university. You'll get the same classes and same books. It'll be a waste of time.
