there's those paints that are translucent that people use to paint glass so that it looks like stained glass. I don't know off the top of my head what they're called but if you look in a craft store by the glass painting stuff, you should be able to find them.

Plastic paint and plastic primers have opened a whole new world of choices when it comes to plastic furniture and accessories. For just a few dollars, you can customize or revitalize all sorts of plastic items. Hampers and trash bins can be painted to match your bath or kitchen decor and add whimsy to your laundry. Kids rooms can have specially mixed colors and personalized plastic furniture. Faded or outdated outdoor furniture can be spruced up with plastic paint or plastic primer and paint. Plastic Paint Several years ago the Krylon company invented Fusion, a paint specially formulated to stick to plastic. According to the instructions, you do not have to prime or sand. Not much preparation is needed other than cleaning the plastic and roughing it up using a Scotch Brite type pad. As long as the surface of the plastic is clean, dry and dull you can spray and go. The nice thing about a paint like Fusion is that you can mask off designs. Depending on your design, it is often easier to paint the design color, let it dry completely, then mask it off and paint the rest of the "background" afterwards. Fusion is dry to the touch in just a few minutes and cures fully after about a week. It was only available in a few colors when first introduced, but there now are many colors and a few textures, too. Project Ideas Valspar makes a plastic primer. According to the label, this can be used to prime the plastic and then any type of paint can be used as a top coat. Valspar Plastic Primer is clear. It can be difficult to tell if it fully coats your project, but two coats will ensure coverage and make your project more durable. Another plastic primer is made by Rustoleum. This brand has both a spray on primer and a paint on primer for plastic. Like the Valspar primer, it can be coated with any type of top coat. The paint on Rustoleum allows you to use paint in many more colors, even color matched paint. If an area is not available to use spray paint, brush on is a great alternative.
