I was teaching my kids Roman numerals and came up with a saying for them:

I'Ve eXplored Little Colored Dog Messes. It's disgusting enough and weird enough they could remember it. The capital letters are the ones in Roman numerals:

I is 1
V is 5
X is 10
L is 50
C is 100
D is 500
M is 1000

If smaller amounts are in front of bigger amounts they are to be subtracted. If they are in decreasing order, they are to be added.

So, CXIX is 100 + 10 + 1 less than the 10 behind it, so 100 + 10 + 9 = 119.

CXIX is 119. That's your answer!

If you mean what is this in our number system, you simply convert using:
C=100
X=10
I=1
When you have a smaller number in front of a larger one, you subtract the smaller from the larger. Therefore IX=9.

So you have 100+10+9=119
