If you don't have any tools like Photoshop on your computer, and you have Windows, you should use Paint.
If you have Windows XP, click on Start>All Programs>Accessories>Paint.
From there, open your first picture using the Open menu at the top (under File). Once your first picture is in, do what you want to it, then go back to Open and open the 2nd picture.
You might think you lost the first one, but don't worry. From there, use the Select tool (the rectangle in the upper left, above the picture of the paint bucket), and highlight the part of the picture you want to include.
Once it is highlighted (by clicking the mouse on the picture once the tool is selected, then dragging with the mouse button down, then releasing over the place you want), you should see a box on the picture. Hold down the Control key on your keyboard, and while holding it down, tap the 'C' key.
Once you have tapped the C key, you can release the Control key. Make sure the Control key is held down WHILE you hit the C key. Ctrl+C is the command to Copy.
It just copied the box you selected. Now that you have your copy, go back under File, and in the menu you will notice right above the word Exit, your two files.
Click on the one you had open earlier (should be labeled as 1.), and it will bring up your first picture. Now hold Control and press V. That pastes the picture on to the other one.
Now save the file as whatever you want, and in Word, when putting a picture in, navigate to the file you just created.

You can use the paint program to paste each picture into a single file. You will need to change the attributes to size this merged picture large enough to hold both photos.
Paste the first photo into paint and drag it to the right side, then paste the second photo. Finally save the combined photo file .
