i put bigger tires on my tahoe and i wanted to know if it would change my fuel mileage?

Yes, they will. Be prepared to pay more. Reason being, is bigger rims are heavier, and require more power to turn them, and stop them from turning.

They shouldn't if you kept the rolling diameter the same.

When you changed sizes, if they reduced the sidewall size to compensate for the larger rim size, the effect should be negligable,

A tire size could b P235/60VR16. Breaking this down, P stands for "Passenger" ie car tire, other sizes are LT (Light Truck). 235 is the tire width in milimeters. 60 is the ratio of the sidewall to the width (in this case, the hight of the sidewall is 141 mm), V indicates a speedrating, R is construction type (in this case, Radial) and 16 is the rim size measured in inches.

If you increase the rim size, the ratio of the sidewall to the tread should decrease.

Yes. It will be lower. At least it did on my old truck. Went from 13 to 10 mpg. The reason is increased rolling resistance is increased and it creates more drag and lower mileage.

yes it will,in most cases it will get better gas mileage with bigger tires ,as long as there not monster tires but a few sizes bigger,will help with gas mileage on most vehicles,good luck hope this helps.
