Two ways

If you are trying to make your whole PC Japanese capable, go to Setting, Control Panel, Regional and Language Options then visit all tabs, then select appropriate options. You may be asked to insert the Windows Installation CD.

If you are simply trying to view Japanese websites, use your Internet Explorer and visit any Japanese sites such as www.yahoo.co.jp You will be prompted to insert the CD and install font files.

You may need to select View, Encoding and select proper encoding options.

Go to Start / Settings / Control Panel. Open "Regional and Language Options." Click the "Languages" tab. Turn on the check box for "Install the files for East Asian languages." Click OK to the message describing the install. Have your XP disk ready, you'll probably need it for this. When finished, click OK to the Regional and Language Options dialog box. After that, I think software will be able to take advantage of the new option.
