Depends, do you want to pay for hosting and domain registration (ie, have a site called www.mysite.com), or do you want a free site (like Geocities) that usually has some sort of adds all over them?

If you are talking about programming for the site, then definitely use HTML, maybe a little Java, and if you can't do that, then a huge Flash site could work.

Try visiting http://geocities.yahoo.com , you need a yahoo account...which you should already have =)

Start with one of the free sites that offers a "web design wizard" to walk you through the initial set up, such as Yahoo's http:geocities.com or Lycos' http://tripod.com or http://angelfire.com

Once you have a simple site up and running, then use the tutorials and other helps at the site to learn more about program and creating pages. Play around, add features, make changes, and learn. Within a few weeks you will probably be ready to try a website on your own without the wizard.

But the best way to learn to make a website is to start making a website.
