Initially Germany annexed Austria, but since the Austrian people were more than happy to join Germany, nobody objected.

Germany then Annexed Czechaslovakia, and there was some public outcry amongst the rest of Europe. However, nobody was really in a position to do anything about it, so they (England really) told Hitler that he could keep the Czech nation as long as he promised not to take any more territory.

That lasted right up until Germany invaded Poland on a bogus pretext. France and England declared war on Germany immediately after that. The USSR had a treaty with Germany at the time and took their half of Poland right away too. But the West didn't say much about that either, mostly they blamed Germany.

Once War was declared, the Allies responded to German movements with whatever military forces they could. Sometimes successfully, but mostly not early on.
