When we are in the supermarket and someone rams our ankle with a shopping cart then apologizes for doing so, why do we say, "It's all right?" Well, it isn't all right so why don't we say, "That hurt!"

Because it was an accident and they feel bad enough already. Why make things worse by being rude?

Social correctness. To be accepted socially, one must be forgiving even when the situation may call for a statement other than what's acceptable. If you're lucky, you'll find that a polite, forgiving tone of voice\statement will bring better things your way.
(Or you could just wait for the m.f. to come out to the parking lot and knock their *ss over with a shopping cart, and then say "I'm sorry"!) :)

because people don't want to hurt other peoples feeling so they say it's all right but it's not I would so say something!!!nobody hits me with there cart and gets a way with it

Because the person KNOWS it hurt and feels bad about it otherwise the person wouldn't have apologized, right?

Anyone could make the same mistake. If the person seems sincere, then it's okay. Sh*t happens.
