Temperature is the answer here and seed germination % fescue will germinate at 55 degrees F but if your seed germ was 0 it will never take hold. I would give it about 10-15 days keep it moist not wet and the straw should really help. Young grass needs water to get established so do not let it dry out.

Some grass just takes longer to germinate. Although creeping red fescue takes about 1 1/2 weeks.
Quick greens come up fast but isn't as hardy.

Be sure there is plenty of seed to soil contact. Keep it moist and the ground temp needs to be above 60 degrees. Look close there ae probably some really fine seedlings growing.

Keep it slightly muddy. Have to keep it wet. Fescue LOVES water. Keep it wet until you've mowed a time or two.
