YEAH i see that too in manga, I think it's an expression of the sound of their giggle softly or something.

If it's a sound effect, I think it is laughing.
Like, when they make that one sly face and laugh...or something.

it's the sound of an EVIL or SINISTER laughter...^___^
it's usually heard if there's scheming involved... no good can come out of that kind of laughter/chuckle...
