i know SS#, but more specifically do all USA banks report to a clearing house of new accounts by which the agencies can find new money?

its more then that, you have to know if there is federal involvement in your case (contact your states Regional Federal Child Support Office), how much he owes, etc.

you can get a bank lein if you request it, in writing, to your caseworker AND your states Regional FEDERAL Child Support Office.

they did no longer say they might 'freeze' your account. They suggested they might stop your account. Puerto Rico is a US territory. Puerto Ricans are US voters and US regulation applies. you're no longer to any extent further 'overseas' than in case you lived in Washington DC.
