I'm in California and if I'm making a payment it gives me a P.O. box address. If I'm not making a payment to send to Fresno, it doesn't give me an address just the City & zip. I don't get it. (I'm not sending a payment-just the extension)

All of the cities in the "not making payment" section (Atlanta, Andover, Philadelphia, Austin, Fresno, etc) are major IRS offices, and they get so much mail that they have special arrangements with the post office. They actually route their mail to different divisions by slightly different ZIP code extensions.

I'm a tax preparer in CA, and we mail forms to Fresno all the time. Don't worry; just mail the form to the address like it says, and it'll get where it needs to go. :-)

Apparently, the IRS is very big in Fresno that they don't need a P.O. Box or a street address. The city, state and zip will do!

You send it to the same address you'd send the tax return to. Most IRS Service Centers are so large that they have their own zip code. All you need is the address as shown in the instructions -- it's just a City, State & Zip, no street address or PO Box number is needed.
