Dawn enters in the fifth season. Before I explain why, some info before.... There was some foreshadowing before the fifth season. In This Year's Girl(I think that is the title) in the fourth season, Faith makes some remarks to a little sister. In the finale of season four, Tara says, "Come Back Before Dawn" Which has to do with the little sister, Dawn! In interesting note is that on the wall is a clock. The time is said to be the amount of days until Buffy dies( the finale of season five)

Now Dawn- I'm sure you don't want a long and boring answer, so here is the short version. The monks needed a way to prevent an evil god from another dimension, Glory, from reaking havoc on her dimension, so they had to put the "key" to the dimension in an object. What better person to protect it than the slayer? They made Dawn the key, so she could open the dimension for Glory. Glory later finds this out and opens the dimension with Dawn's blood. Since the only way to stop the dimension is to stop the flow of the blood, Dawn has to kill herself. But since Dawn is made of Buffy's blood, Buffy jumps.
Happy watching!

The "little sister appearing out of nowhere" plotline is the main story of season 5.

Dawn was "created" (given corporeal form) by a group of monks in the Himalayas or someplace. She was created using Buffy's DNA, and planted in with the Summers family. Buffy's and her mom's and every one else's memories were altered to make them "remember" Dawn being born and growing up and all...

Why?

The villain ("big Bad") of the season is a minor god named Glory. Before Dawn was transformed into a human, she was an energy matrix-- a "key" if you will, that could open Glory's evil dimension and bring about her reign on Earth. Making the key human and putting it in the Slayer's protection was the monks' last effort to defeat Glory.

The season evolves around Dawn and buffy's discovery that she is a mystical creation, discovery and fighting Glory, and hiding Dawn from Glory. In the end, Buffy has to sacrifice her own life in order to defeat Glory, save Dawn, and prevent the end of the world.

Confusing, isn't it??

Why?

Dawn Summers is Buffy's little sister. A hell god named Glory was kicked of her hell dimension and needs the key to open the portal to her world and all other worlds. For a long time Monks had the key but when glory gets close to them the turn the key human(dawn) and give it to the slayer to protect it.

So sad I know this--I haven't seen the show in a few years:
The arrival of Dawn Summers is foreshadowed in cryptic dream sequences in both the Season Three finale "Graduation Day, Part Two" and the Season Four episode "This Year's Girl," in which a still-comatose Faith says, while making a bed with Buffy in Dawn's future bedroom, "Little sis coming, I know." Buffy replies, "So much to do before she gets here." In the Season Four finale, "Restless," Tara warns Buffy to "be back before dawn."

In 2000, Czech monks of the Order of Dagon have possession of The Key, a mystical ball of energy that can open a portal to all dimensions. Once opened, the portal would create chaos on Earth as hell dimensions flood into this world until the energy is used up and the portal is closed again. The monks want to put this dangerous power to good use, but forces of darkness track them down. In an act of desperation, three surviving monks use powerful magic and part of Buffy to forge The Key into human form as a fourteen-year-old girl, and send it to the Slayer as a sister to protect from Glory, a hell-god bent on returning to the hell dimension from which she had been exiled for being too vicious.

Buffy and Dawn mourn Joyce Summers's deathDawn first appears at the end of the episode "Buffy vs. Dracula." When Buffy walks into her bedroom, preparing for a date at the movies, she finds Dawn looking through her stuff. Buffy's mother then suggests, "Buffy, if you're going out, why don't you take your sister?" and both Buffy and Dawn shout "Mom!"

Dawn becomes a series regular in the last three seasons, appearing in all 66 episodes. She is supposedly born to Hank and Joyce Summers in 1986 in Los Angeles. Dawn's immediate family are unaware of her mystical origin for a while, as they have been imbued with artificial memories of her as Buffy's younger sister. Only those "outside reality," such as mental patients, can see Dawn's true nature. Joyce's brain tumor allows her to see that Dawn is different, and Dawn struggles to accept her existence and others' love upon learning the truth.

After the shocking death of Joyce, Dawn struggles with kleptomania, overcoming her problems with the help of Rupert Giles and the rest of the Scoobies. By becoming more involved with Buffy's slaying, she grows less dependent on those around her and begins to take an active role in helping the Scooby Gang battle its foes.

Dawn was originally intended to appear in the Angel episode "The Girl in Question." However, Michelle Trachtenberg was unavailable for filming, so the character of Andrew Wells, played by Tom Lenk, replaced her.

She was the "key" to the evil dimension made into flesh and memories of her always being in Buffy's family were inserted so that Buffy would protect her.

It's been a while since I watched Buffy but I believe she's there because she's "the key" or something.
