Hi, Boris:
Several features characterize the intact penis: For one, the frenum, which is the cord-like appendage which attaches the foreskin to the penile shaft. Go to http://www.foreskin.org/. Scroll down and click on "frenulum" to see a photo.
The frenum is always cut and it is usually excised during a circumcision. The frenum may tear during rough sexual activity, especially if it has not been stretched over time during masturbation, though the tear will typically heal again.
The length of a foreskin varies widely. Mohammed, for instance, evidently had a very short foreskin, and he was said to have been born "cirumcised". The foreskin of other men can extend an inch or more beyond the glans during erection.
Therefore you should not pay much attention to those who have one image of the "typical" foreskin.
See this chart: http://www.newforeskin.biz/CI/CIchart.htm
Taylor's "Ridged Bands" are also characteristic of the intact penis. They lie just within the opening of the foreskin, and they can be viewed by retracting the foreskin. The bands form a transversely-ridged band of mucosa about 10-15 mm wide, lying against the true skin edge of the outer foreskin. They can be differentiated from the inner foreskin, which is characterized by a smooth mucosal surface.
These Ridged Bands are highly innervated, and they may be favourably compared with similar nerve endings in the finger-tips and lips. These ridged bands are invariably removed during circumcision, and their loss cripples forever a man's normal sexual response.

If you aren't circumcised, you have a loose sheath of skin (foreskin) that runs continuously from the shaft of your penis usually past the head, with the head (glans) inside. The loose narrow tip is sometimes called a rose bud. You can stretch this sheath by pulling it back down toward your body to reveal the glans, or it may do it on its own when you have an erection. If you've been circumcised, your penis is all one piece, with the glans exposed all the time. The head will have a ridge around the outside at its bottom where your foreskin used to be attached.

Serious answer: If your foreskin is still attached to the head of your penis, resulting in a turtleneck sweater-effect at the head of your flaccid penis, you are not circumcised. If the head of your penis is not surrounded by this ring of loose skin, you are.

You could have someone else look and tell you (this is a serious answer) or you can see for yourself. If you have loose skin at the head of your penis, you are probably uncircumcized. If the head of your penis looks something like a mushroom, you are circ'd.

If there is skin over the head of your penis, then no you are not circumcised. So if your head is exposed then you are circumcised.

Yes - I can tell if I am circumcised or not - and I am not. Can I make a judgement about you - no I can't! Sorry.

All penises look pretty much the same when erect, so you need to look at it when it's not erect. If the glans (head) sticks out when it's not erect, you've been cut. If you have a layer of skin protecting the glans when it's not erect, then congratulations, you're intact.

Dont feel weird, My boyfriend was 31 and he did not know until I told him. I asked him this.
"does it look like it is wearing a turtleneck?"
later on he checked and it did not. he is circumsized. so If it looks like it is wearing a turtleneck, no lie, you are not. if it doesn't then you are circumsized.
that is all I know.
