Yes there are. Each organization will have their own rules but in any workplace for any government agency will not allow anything that will offend others such as pornography or racist items.

Yes, the company, owns that space or cubicle, and can tell you what kind of decorations or equipment to have in there. They can make you remove any and all non-work related things from the entire site if they wish.

Ask your supervisor for a list of employee rules for dress code, weather or not you may have articles on your desk or pinned to the side wall of your cubicle, et. al.
Government employers have tons of rules and they are always listed and provided to the employee.
Beyond that ~~~ common sense should be your rule ~~~: if you feel what you post may offend someone ~~~ I'm certain you would not want to put it up.

Check your handbook and ask your boss before getting too creative. I had a government job before. Most supervisors don't have a problem with you being creative with your workspace because this may make you more productive as long as it's tastefully done but it becomes a problem when it's distracting or offensive.

My husband works in government and he is also a retired Marine. He liked to keep a log of how many servicemen/women had died since the war started and someone objected to it, so he was asked to take it down.
