White gold is much harder than silver. It doesn't scratch easily so it won't have the tiny patina of wear like silver has.
White gold doesn't tarnish at all but silver does.
If there's no stamp indicating the metal used and you are still in doubt ask a jeweler.

If it's an individual piece that you own, and it doesn't have a '925' hallmark (silver) or an assay office hallmark (gold) then best bet is to take it to a jeweller, who can tell you just by looking.
If you wanted to start buying your own jewellery, and wanted to be sure you weren't being ripped off, you can buy testers (an 'acid' test) which will allow you to identify gold.

I think its hard to tell the difference by eye alone unless you are an expert or by the hallmark, I wear both types together as I hate yellow gold... but over time the white gold does turn yellowy (and I have to have it rhodium plated), silver only seems to tarnish if you don't wear it constantly.

silver always has a distinctive imprint, assuming it's not made in some dude's backyard shop.
plus they look slightly different under optimal conditions -- silver shines to a perfect and bright lustre, white gold retains a degree of matte finish owing to its greater molecular density.

by the marks on it. If it has marks on it, anyway. Otherwise... I don't know. Assume it's the least valuable of the two choices to prevent disappointment, would be my advice.
