You have two connections to the starter. The main power connection with a big fat wire attached often with another wire or two to take power to the rest of the car. The other wire is a thin wire with a connector which is the wire to the starter relay to which activates the solenoid and the starter motor.
I have a feeling the wire you're looking at is one someone has connected to the main wire terminal for another purpose such as fitting an alarm or something and then cut it off later.
Without more information it's a bit hard to tell.

Starters generally have the following wires
1) Wire input from the battery (big and thick and usually red)
2) Primary wire from battery to the solenoid
3) Wire from the ignition switch to the solenoid
4) Some also have a ground wire.
1 and 2 are always hot
3 is only hot when the key is turned to the starting position
4 is, of course, just a ground wire.
A simple continuity tester should solve your question for you

Be careful! The battery big red positive wire goes right to the starter solenoid and can cause a serious burn or injury if you accidently ground it. So before you do anything else, disconnect both of the battery cables for safety.

Usually the starter is powered on by the starter relay, grounded to the chassis by the mount, and there is just the one power cable to it. When you hit the key, you activate the relay which sends power to it... Pretty simple really. That single wire should be pretty fat and locked on with a bolt like nut....

Did someone leave the ignition key on to listen to the radio or something?
I'm not sure how you checked your battery, but I'm kind of leaning toward a low battery. 12.5 volts minimum.
ADDED:
I don't see how you could have messed up the starter wires changing the radiator.

i really hate those kinds of wires!! poke around you'll find it. could be a starter cylenoid wire, some cars have a couple going there.
