Cold and empty. Sometime in the future re-load your tires with Nitrogen. Inert gas, no water or dirt, changes pressures much less than air, tires last longer, less apt to leak as molecules are huge compared to air.

Generally, cold and empty. This could change if you are overloading it. In that case, up the pressure to max rating on the tire itself.

You mean a full/empty trunk? Empty.
Gas level makes no difference.
