The swimming and floating you describe sound like a swim bladder problem or ammonia problem. A 25% water change is a good first step. If you have a water test kit, check the ammonia level, especially if your fish is in a bowl. If your ammonia is high (or you don't notice a change in behavior by tomorrow) do another 25% water change. Try not feeding her for a few days as well - it won't hurt her to go 2-3 days without food.

Do her gills look like there's a lot of mucus on them? She may have a gill parasite.

Take a look at the website I've posted below for ammonia poisoning ans see if the symptoms are what your fish has. If not, try swim bladder disorder and dropsy. Also look at the info on gill disorders.

20% water change with gravel vac.
I'm going to assume it is a goldfish and a very small tank or bowl, so the other part of the answer will be get a larger tank.
