You should be happy with what you have because you cannot change what you have at the current time. Some guys do not like women with large breasts. It is more about the confidence you have with what you have got.
Many girls don't develop their breasts until the mid teens, or even the late teens. Whatever you've heard, there is nothing you can do to make your breasts grow bigger. Only time will tell if they're going to increase on their own. (Unless you are underweight - skinny girls generally have smaller boobs, so if you gain weight your breasts will probably get bigger). However, you can easily make it look like you have bigger breasts with some fashion tricks!
There are two ways to make your breasts look bigger. One involves your choice of bra, and the other has to do with the way you dress. Put together, these strategies can make you look very curvy up top, in a way that appears natural and not fake.
Choosing a Breast-Enhancing Bra
You can wear a padded bra or a push-up bra to enhance the look of your breast size. Padded bras have extra cushioning built into the cups, adding some size and a nice rounded shape to your breasts. These bras often come in seam-free varieties, which look good under a T-shirt or slinky materials. Two innovative types of padded bras are the Water Bra and the Air Bra. These look very natural - under a shirt, the padded part looks quite real!
Push-up bras take the breasts you have and lift them up and out, so it looks like there is more there. If you've got okay-sized boobs already but just want to enhance them, select a push-up bra. If you are quite small-breasted, a padded bra may add more curves to your figure. There are lots of great brands of both types of bras - check your local department store's lingerie section. Also, lingerie stores that carry Victoria's Secret and Wonder Bra brands will have padded and push-up bras to choose from.
Dressing To Look Curvier
If you know how, you can dress to give the illusion of an overall curvier look with more up top. Here are a few tips on clothes that will add curves to your figure:
-Go for romantic ruffles! Shirts with ruffles will accentuate your breast size
-Wear tops with big logos, lettering or beads (or any decorations), because these draw attention to your upper body
-Empire-style tops (gathered/pleated right under the breasts) can also help to make your breasts look bigger
-Wearing a light color on top and a darker color on the bottom (for example, a white T-shirt with dark blue jeans) makes your upper half look curvier
-Wearing tops in shiny fabrics can give the illusion of a bigger chest

The good news is, you haven't stopped growing yet. Your body will still change a lot over the next several years, so don't give up hope.
You're most likely to inherit your bust size from your mother and grandmothers (your cousins may inherit genes from the other side of their families, so they aren't a very good indicator of what you'll end up with). being skinny is probably part of it - your body just doesn't produce a lot of extra fat, which is all breasts are, anyway. Most likely you'll end up a B, like your mother, or like your paternal grandmother.
You and your friend are both normal. Normal means different things to different bodies, and happens on different schedules. So don't worry, you're not a freak.
If you still aren't an A cup by the time you turn 16, talk with your doctor. Maybe s/he can diagnose something you're not aware or figure out why you don't gain weight as fast. (Don't worry, I was just as skinny, ate plenty, wasn't very athletic... and went from a training bra to a D cup in one summer. Changes can happen.)

Oh, this is NOT an emergency. Don't be so over-dramatic.
There is nothing you can do to make your breasts grow. You are not done with puberty yet, so they may still develop some more. No way to know. The only way to get bigger breasts is to have implant surgery. Invest in good bras. Ones that fit well and enhance what you do have. There are really good ones out there that will make you look bigger than you are without having to stuff them.

Every girl's body matures at a different level. Maybe your breasts will grow more, maybe they won't. You could ask your mom and cousins if they remember their puberty experience.
Really, though, breast size, despite what the media might tell you, isn't everything. There are lots of styles that women with smaller chests can pull off that women with big breasts cannot. And I've had friends who are athletic who would love to have smaller breasts--being busty and a runner is no fun!
So try to learn to love the shape you are, whatever shape that might be.

Honey, you have to be patient. When I was your age I was tall,supper skinny and majorly flat. I was laughed at for being flat by guys and my friends. Then I realized that I actually like my perky little boobs! Since then I have had three babies and I now have what I like to call my "grown up woman's body." I am still tall, but I am average weight . When I was 18 years old I was in an A cup. Now at 32, I am in a D cup and its all because of nature! No surgery! Find things to love about your body! Not reasons to hate it!

There's nothing you can do about it except get implants (and I'm not suggesting that). I was a C cup from pretty early on and I was always jealous of the girls who were flat because they could wear the cute tank tops and look good in anything. With big boobs you always have to wear a bra and most cute little tank tops don't look good, and forget wearing a cute swimsuit because you have to find something with support. Just try to make the best of it and wear those cute outfits that girls with big boobs can't wear.

First off, you aren't abnormal. There is nothing wrong with you.
Your mom is small - it's possible she was even smaller than a B before she had children. Talk to her about her figure when she was your age. If she was a "late bloomer" it's likely you will be too.
Don't fret about having a small chest. You can always get silicone inserts for your bra to fill out certain tops, but those with big "girls" can't take any out when they want to!

The reason why I'm answering this question is because my gf recently told me she never had boobs until her senoir year of high school. Then everything just came out all at once. And she's a 38 B. I'm sure you'll be fine. Love your body no matter what.

First of all sweetie you are normal. Just because your breasts haven't developed yet doesn't mean your not normal. Everyone is different and its just that you are a late developer. Mine didn't appear til I left school, people use to call me double back! cos I was so flat....not anymore...now I was a reduction !! so make the most of what you have and be happy, your time will come.

Really its a case of emergency !
Becoz breast is the first sight beauty of a girl/women.
large sized breast girls are very confident and sometimes gets proud of it.
The one and only way to enlarge ,You have to massaging both breast by Olive oil daily for 30 minutes.it works faster if it is get done by any of your Boyfriend.
