dividing the amount by the base will results in a decimal
Let
9 = amount
60 =base
Divide 9 by 60
9 / 60 = 0.15
Multiply the decimal by 100 and attach the % symbol.
0.15 x 100 = 15%
9 is 15% of 60

If the number is a decimal point, then you should go to the right two decimal points. EX: .02=2%, .2=20%, .25=25%
If the number is a fraction, then you take 100 divided by the denominator, then take that number and times it by the numerator. EX: 5/25 take 100 divided by 25=4, then take 4 times 5= 20. The answer is 20%. I hope this helps.

if they give u a decimal, move the decimal point 2 places to the right.
0.25 = 25%
0.1356 = 13.56%
if they give u a fraction, either turn it into a decimal by dividing or set up a proportion.
method 1:
3/5 = do 3 divided by 5 , get 0.6 move the decimal 2 places = 60%
method 2:
3/5 = x/100
cross multiply
300= 5x
60 = x.
u can do that since percent means how much out of 100.
