Burt's Bees lip balm or lipshimmers (which is the same formula as their lip balm, just tinted in a variety of colors!) This is seriously the one of the best products out there!! I had severely cracked lips due to winter and nothing was helping. So I bought one because I heard/read a lot of good reviews/raves about this product, exfoliated my lips (softly using your toothbrush after wetting your lips for about 1 minute will remove most dead skin), and applied the balm. And I'm not exaggerating when I tell you I used this product for one day (once I put it on, it gave me such a pleasant tingling sensation, I just couldn't put it down- literally!) that I had noticeably softer, baby smooth lips the next day! And no more drying- yay! I really encourage you to try this product! Guarantee you won't be able to put it down!

I know it's not 5 dollars or less, but Avene cold cream lip balm is the best I've ever found. Also great for someone with sensitivies. You don't want to irritate that area and get more lines around your mouth when you're older. Try it, and you'll never go back.
If you insist on your price range, I used to like Lobello plain lip balm too. But still it's no match for the Avene.

Burt's Bees chap sticks are the best. I personally adore Burt's Bees Beewax Lip Balm, it's soothing, cooling and refreshing. Burt's Bees chap sticks are about 3 dollars anywhere. Also, Burt's Bees chap sticks last long and give you like super soft lips. If you get one, try putting on like more than the regular 3 coats on in the morning (i say about 10). This makes your lips like stellar awesome throughout the day (not the whole day, but, oh, well).

These are the best ones i have found:
*Softlips- works so well and can buy 2~pack for like 2 bucks!
*Chap-Ice Lip Balm-- kinda thick but works very well!!
*Any Blistex product -[i rly like the infusion kind]
*Aquafina lipgloss and also chapstick--makes your lips so soft and smooth and gives them a cool feeling!
*Smackers-- makes lips soft and comes in LOADS of delicious flavors~!

Try Burt's Bees Honey lip balm. It makes your lips uber soft, but it kinda smells like baby shampoo!
For lip gloss I would choose the stuff at Bath & Body Works...it's about $7.50 a tube, but it works great! It smells so good, and there are many flavors to choose from. It makes your lips tingle =) Plus it moisturizes!

Before anything, you use an old toothbrush or a bandage and rub it on your skin, then apply lip balm or lip gloss. The pre-application of the balm or gloss is to get rid of dead skin on your lips, and yes lips have that. I'm obsessed with lip balms, gloss and plumpers. But I always get rid of the excess which makes your lips flake, rough, rough and just not soft and gorgeous

You should try chapstick brands or Blistex. Even a company called softlips works really well. However, the best lip gloss in the world is Victoria secret's. They have tons of shades that are glittery and beautiful on your lips.
