Why wont my swordtails give birth?

One has already given birth. They are two females. they have both been with males since January. Why wont they give birth. They look like ordinary pregnant sword tails.

Have you tried using live or fake plants as a way to give the mother some cover where she'll feel safe? Dense plant cover is also a good place for the fry to hide out, and you can attract a variety of microorganisms they can feed on if you use live plants.
