and what is this with Scientists having so much of an autonomy with their government fundings?

autonomy- self-governing... why do scientists have tremendous amount of autonomy to distribute and use funds, to evaluate others' claims and authority? Most modern science is not pure.. so why do they also depends on impurity also in terms of Science, Technology, and Values.

I think I understand your question.
Scientists need the autonomy so that they can pursue truth in the natural world regardless of political overtones.
The classic example was during the Renaissance when Copernicus, Galileo and Kepler showed that the sun was the center of the solar system and not the earth. During those times, the Catholic Church was in total control of Europe and had decreed that the earth was the center of the universe, and that anyone teaching contrary to that was subject to arrest and excommunication from the Church.
Imagine if government had been able to control what these scientist studied or did? We would still think that the sun moves around the earth and that there are no moons around other planets and that the stars are pinholes in a curtain between the earth and heaven.
