y = mx + b

m = slope
b= y intersection point

y + 8 = 4(x-5)
y+8 = 4x-20
y = 4x - 28
y= 4(x-7)

Just plug & chug...
a) -8 = 4(4-7)? No.
b) -8 = 4(5-7)? Yes.
