Can I have a short 4 days travel to Germany without a German visa and only holding a Swiss B-permit?

No. Exceptions are only valid for holders of B permits travelling to their home country via the direct route, i.e. to former Yugoslavia and Turkey, to mention the most common cases.

sure. as long as your B-enable (Aufenthaltsbewilligung) remains valid for extra desirable than 3 months, you could return and forth to Germany (or the different Schengen state) for as much as ninety days consistent with semester.
