The Princess Storybook Breakfast would be one option. Mulan sometimes is there. However, there is a group of Princess' that appear at the breakfast, so you don't know who will actually be there. Pocahontas, Snow White, Jasmine, Mary Poppins, Sleeping Beauty and Belle may there as well.
As the others said you may see her in China at EPCOT as well, but agian, she isn't always there.
Once and a while you can find here out and about in MGM. You may find her at the park entrance or by the Sorceror's Hat.
Finally you have the Stars and Motor Cars Parade in MGM. You wouldn't be able to get a picture with Mulan, but you would be able to get a picture of her and the car. Mulan, Mushu and the Chinese Warriors are all able to be seen.
It is really hard to find some characters and you never know who is going to be where. So, there are a few things you can do to find out who will be where.
When you get to the park, go to Guest Relations and ask them who is supposed to be appearing, they are more than happy to help. They can call and find out everything for you so you know, but remember this could change as well. They can also tell you the best places to go to see the characters.
Of course, you can always ask any cast member and they can help as well.
When you get your Time Guide for the park, they will list both the characters and where they will be located, as well as the time.

The characters usually will float around the entire park, however they do have set places to be at certain times of the day. If there is a show that featurs her she will be there. The best thing you can do is to ask the people at the park when you get there, it may take you a couple of people to get an answer. I have found that if you ask the characters themselves, they can tell you where the other characters are more often then the people working the shops or rides. Good luck!

When you get into the park, go to a kiosk and pick up a park map and the schedule. The schedule details when and where each character will appear. They are all over the place and may be at any of the parks. If you are really pressed, get the park hopper pass so you can go to the parks as you want on any given day.

In Epcot, she sometimes hangs around China, and I believe I have seen her at MGM. Your best bet would be to call a Disney rep and ask!! Good Luck!

At the Princess Storybook breakfast in Epcot. it takes place in Norway. She's there.

I have only found her one place --3 different times. In Epcot, she is in the China area!
