Cheap and horse should never be in the same sentence together. Especially when you're planning on buying said horse,barn,feed and tack.
You need to establish a price range you can afford to spend on a horse. Tack you can buy second hand, ask at a tack shop to see if they know anyone with some to sell. But check the tack to make sure its not going to fall apart on you.
Barn - boarding price depends on where you live. Around me its $100-$250. That includes grain. Buying a barn, that can get pricey. I saw a 6 stall barn on 5 acres for $50,000. It had electric, water, etc, but no house.
Grain: buy the best grain you can afford. I get Purina Acres, its not a high quality grain, but the good stuff went up in price, so I switched to it. My hay is a high quality hay, though.
Don't forget vaccines and wormers. Also the farrier charges to trim their feet. Shoes are $50 for me, but my horses are all barefoot.
And you also have to plan on emergencies. Emergency vet visits can be pricey. And most horses are accident prone.

Owning horses is NOT cheap. Even if you somehow manage to get a cheap horse, barn, and tack there are still these costs...
Ferrier Bill:
Shoes: replaced every 4-6 weeks
ranges from 20-50$
No Shoes: 4-6 week trim/checkup
about 20-30$
Vet Bill:
If you schedual a checkup it should be about 40$ if the vet has to make a house call
Spring Vaccinations should be about 120$
Coggins tests are usually around 75$
Flu shot is about 20$
Feed:
Grain: should be 300$/month
Hay: should be about 300$/month as well
Brushes:
soft brush, hard brush, hoof pick, curry comb, face brush should total to about 30$.
Blankets:
Good winter blanket= about 200-400$
Rain sheet= about 80-100$
water proofing spray= 15$
you do the math =) its expensive. SORRY to break it to ya.

BUYING the horse is the least expensive part of it you will ever do. Anybody can buy something - it's the maintenance that will kill you!
Horses eat (hay is expensive) and they require not only regular medical care (as any living being does) but also regular visits from a good farrier. (Do you know what a farrier is?!)
If you're trying to do something on the cheap, you had better think about something else because you can't possibly be prepared for what this is going to cost. And I'm concerned for the horse, who is almost sure to suffer from lack of good care (aka 'neglect') which is considered abuse also.

There's NOTHING cheap about horses & their upkeeping. Sorry! They are very pricey animals to own & properly take care of.
