On Firefox, this page looks fine:

On IE, the space under "Ghana Hotels Home Page" at the top left gets bigger and bigger depending on the length of the page. I have the height of this cell set to 25.

I got this template from someone who said the layout was more search engine friendly because of the order of the content, aka the spiders will see the main content before the navigation content. It's pretty much necessary to have two rows in the left column for this purpose.

So far it's been working pretty well in terms of serp ranking, but this big space is killing me.

Any ideas on how to fix it without butchering the layout completely?

Hi. The site's html code displays differently in Firefox and IE7. In particularly the layout settings appear first in FF and down in the body in IE7. Just an observation. I'm not a coder.
