My turtle came out of hibernation just over 3 weeks ago but still doesnt open her eyes she moves but i am scared for her

What kind of turtle, and real or 'semi-' hibernation?

It could easily be an eye infection. We often see this with turtles that only 'semi-hibernated'- temps never got low enough for real hibernation. It also happens, led often, in true hibernation.

Eye infections can be the result of diet (vitamin A shortage), hygiene (dirty water), an infection, etc. Sometimes they go away with basic cares, sometimes they take a vet's care.

What I think happened to you turtle is that it needs some warm water, it has respiritory problems, has fungus in its shell or it just needs some sun. My turtle, Bubbles is a water/land turtle and doesn't hibernate but thats the same thing that happened to him. I put in the sun outside for more than two weeks and he became fine, but I suggest you take him to the vet first. then try the sun Idea.
PS your turtle must have some water to dip in if your trying the sun idea.

you may have to think back to when you put her into hibernation you need to be sure that you made the correct steps such as giving her routine daily baths and fastting the turtle before she went into hibernation, it may be to late to change these but it could give you a clue as to the problem now. don't panic give her a nice warm bath and a nice sunbathe should help.
